Beyond Buildings: Alternative Project Delivery/P3 Approaches and Financings for Institution Infrastructure and Facilities

This presentation will orient participants to performance-based contracting, infrastructure facility delivery methods with associated delegated financing structures, and the policy/budgetary/financial reasons to consider these approaches in capital and maintenance planning. The panel consists of a P3/alternative delivery and finance attorney, a developer focused on the space, an operator of campus energy systems and a financial advisor, who collectively will offer three dimensional perspectives, and address recent case studies on P3 delivery as relates to complex facilities to illustrate best practices, advantages, pitfalls, expectations, and approaches. The panel will also address how institutional policy objectives, staffing philosophies, and long-term education mission-focus bear on infrastructure project delivery.
