Building Resilient Campuses: The Essential Role of Property Resilience Assessments

Maureen Roskoski - FEA

In an era of increasing climate volatility and emerging threats to buildings and infrastructure, the importance of conducting property resilience risk assessments for university campuses cannot be overstated. This presentation will explore the critical role that such assessments play in safeguarding campus assets, ensuring the continuity of operations, and protecting the well-being of students and staff. These property risk assessments result in enhanced property-level resilience leading to improved occupant safety, asset value preservation, and reduced disruption to operations.

College and university business officers will learn about the key components of effective resilience risk assessments, including identifying vulnerabilities to physical infrastructure, evaluating environmental risks, and assessing the potential impacts of extreme weather events and other disruptions. There is an American Society for Testing and Materials (ASTM) guideline for Property Resilience Assessments underway with a standard coming soon. We will highlight how that process results in the identification of conceptual mitigation measures, estimation of costs, and quantification of decreased risk. By understanding these factors, institutions can prioritize investments, develop comprehensive emergency response plans, and foster a culture of preparedness.

Learning Objectives

  1. Articulate the criticality for colleges and universities to engage in resilience planning as a component of risk management plans.
  2. Identify the key steps in the property resilience assessment process.
  3. Develop comprehensive emergency response plans.
