Teri M. Guarnaccia is a partner in the Finance Department, and a member of the Housing, Infrastructure and Education Industry Groups at Ballard Spahr LLP. Teri is the Practice Co-Leader of the firm's Public Finance Group, Co-Leader of the firm's Municipal Securities Regulation and Enforcement Team, and is a Past-President of the National Association of Bond Lawyers. Ms. Guarnaccia has experience with a wide range of financing structures utilizing taxable and tax-exempt bonds, including traditional fixed-rate, variable-rate, and multimodal structures involving various forms of credit enhancement and liquidity support. She serves on the boards of EACUBO, the American College of Bond Counsel, and Port Discovery Children’s Museum. In 2009, she was a “Leadership in Law” recipient and in 2007 and 2011 was selected as one of Maryland’s “Top 100 Women” each by The Daily Record. She is a 2006 graduate of the Greater Baltimore Committee’s Leadership program. Ms. Guarnaccia is a member of the ABA, MSBA, and National Association of Bond Lawyers, and an editor of the Federal Securities Laws of Municipal Bonds Deskbook (2nd edition 2006, 3rd edition 2007 and 4th edition 2009). She is a graduate of Tulane University (B.A., cum laude, 1993) and Cornell Law School (J.D. 1996).
